It is illegal for someone to continuously call you to harass you. It is also illegal for someone to have someone else do it. The law specifically says it must happen multiple times. It also states that using obscene language of any type or making threats constitutes harassment. The law does not limit this to just phone calls. It also includes electronic means, such as text messages, instant messages or emails.
So, if you keep receiving phone calls from someone who is making threats against you or your family, then this is a crime. Additionally, if someone starts texting you obscene things and does not stop when you ask, then this is also a crime.
The penalties for committing harassment of this kind include a fine of up to $500. The person may also face up to three months in jail. You may also want to seek a protection order so that if the person contacts you again or has someone else contact you, then you can immediately seek help from law enforcement and see that the person faces criminal charges.
